I've not heard or participated in anything like it. Even in school. It's different than a group repeat of Pledge of Allegiance or the Lord's Prayer, or a group liturgical response though the tone is somewhat the same. Are they repeating instructions so the leaders can be sure everyone is on the same page, or is this some kind of method of unifying the group?

Not so much they vote, as we let them vote.
The line is usually, "And we let these people drive and vote, too?".
Usually uttered by tech support people taking phone calls.
