The school mascot is Broncos, the sousaphone players used their horn covers to spell "coon."
The students are minorities.
The kids thought it would be funny.

They need to really know it won’t be tolerated.”No, it is not a microcosm of what is going on nationally. And no the kids did not create a hostile environment, but you are by getting so bent out of shape and making a federal case out of a childhood prank.
They wanted to spell something and they have exactly one word available with those four letters.

NOCO? NOOC? NCOO? OCNO? OCON? OOCN? ONCO? OONC? CONO? CNOO? How many permutations of 4 letters do you have when two of them are the same letter?
