It was probably supposed to be a clandestine, off the record, type of agreement so that Turkey wouldn't look bad in front of all the other players in the middle east. Shhhhhh. This will be our little secret.
But....noooooo.....she had to go and spill the beans and announce the deal to the whole world. Turkey then has no choice but to deny. It is like they have no concept of diplomacy, international relationships or how other cultures might think and act.
