Because they didn't read it. That's why. And because the report doesn't say what they need it to say. They need report production edition. And because they have a show to put on. And that's good because the show they put on is more damaging to their brand than it is to Trump. And being obsessed with prolonging the investigation that's already dead and buried and decaying and stinking up the place, prevents them from doing their real job of legislating which is where they can do their real damage.
Trump plays them like a banjo.

This is George Costanza "do the opposite of what I think" episode.
Trump knows the House committee will do the opposite of what Trump insists. Trump wants Mueller to testify because Mueller is not a good witness. Too full of himself. Too self-important. Too easily triggered by tough questioning. Way too swampy. He comes off poorly. Trump wants that so Trump says he doesn't want that knowing the House does the opposite.
Trump is getting what he wants.
Now certain House Republicans who are not specifically uniparty can interrogate Mueller most uncomfortably about FISA requests, about spying on Trump, about abusing their power, about their own colluding, about using foreign spies, about the bogus Steele dossier, about using pro-Hillary virulent anti-Trump lawyers on his investigation team, and about carefully avoiding investigating related matters that indicate very real and serious crimes committed and abuses of office.
Observe again Trump getting what he wants by knowing people's faults and using them.
It's a trap!
Yes, it's Trump's trap. These tweets show that it's like a game to Trump. These tweets are showing gamesmanship. Trump rolls the dice and spins the whole table. Trump is a whale.
What's weird is, the House members are not stupid. They're actually quite clever. Why don't they see this and then do the opposite of the opposite, and comply with Trump's wishes for once and flip Trump's obvious play on them? Because they're also emotional and that overrides their intelligence. They believe they can pull this off. They believe their protracted poop-show resonates with voters and to an extent, by certain definition of satisfaction, maybe it does.

The House members are not that clever (as they prove every time they open their mouths) but the people pulling their strings are clever which makes me wonder - what's in it for them? They don't care about the house members, those interchangeable tools. They don't care about individuals, certainly not the unhelpful Mueller. If he looks bad then maybe it helps them because then it's easier to reject his unhelpful report.
