Possibly (I do see your point), but you figure the 91 million out of work figure comes from the same thinking.
In any case, there are those who will tell you unemployment is 23 - 29% because they factor in the unusual rise in food stamp and SS disability participation. Again, 1 in 5 households is more than unusual.
