He should announce that if they are killed, $400 million goes those who fight ISIS, and add a nice fat bounty on the ISIS guy's head. The whole world needs to grow a set and get angry. The policemen of the world is tired of the anti-cop shit, and our police chief thinks ISIS needs midnight basketball. You are on your own - don't be a pussy.
I don't know any Japanese, so I don't understand how they morphed into the pacifist of today from the vicious warriors of the past, where in the 1930s and 40's they were even worse than ISIS if you happen to be on their shit list. One thing worse about ISIS is that they are even more cruel to their own people.
I'm not at all sure what good comes from publicizing this sort of stuff.
It was the US who made the Japanese into what they are now. We made sure they didn't rebuild their armed forces after WWII.
They could use a couple of modern aircraft carriers right about now, with a lot of up to date aircraft. Oh, and a lot of bombs. Big bombs.

Based on googling Japan's military power it is not negligible. True, Japan only has one aircraft carrier, but it has 45 destroyers and slightly under 200 fighters and about the same number of fixed wing attack aircraft (bombers?). Here's hoping the Japanese get angry enough to use their muscle against the ISIS filth.

I always thought that they made a mistake in demilitarizing Japan. We should have turned them into our allies and proxies. Imagine what a bunch of crazy banzai Japs could have done in Korea or Vietnam on now against the Muzzies.

Part of me says I shouldn't think this way, but I actually like Allen's suggestion above at 10:56. Do like we did before the A bombs. Drop leaflets warning the locals to get out of Dodge. Or ditch going to the mosques.

The Japanese should land a sufficiently large force to take a piece of land occupied by ISIS and defend it then offer ten thousand dollars cash for the head of every ISIS member brought to them. At ten grand a head two hundred million should make for an awesome collections of heads. After a few months pass and a suitable number of heads are collected they can pull out with the certainty that ISIS won't mess again with Japs.
