I think the rationale is get us into something really be, where they're drafting kids again (yes, the subject has been raised) (Hey, it's how Franklin Roosevelt killed the Depression and lowered unemployment), so they can get everybody to rally 'round the flag.
Frankly, the Demos have spent 58 years spitting on the flag, it's going to be tough to get the public to get that excited.
