I'm not sure which is more corrupt or incompetent, Chicago or D.C., but I bet it's pretty seamless to move from one to the other.
I rather doubt Michelle's associate had much to do with the hiring of CGI Federal (USA), of CGI Group (Canada) for Obamacare. As most things in Washington, everything isn't on the surface.
Now CGI Group acquired Stanley, Inc., of Arlington, Virginia, in 2010 and Stanley Inc happens to be a IT provider for the US Navy, USMC, US State Dept.(passport processing, visa and citizenship processes, etc.), and US Department of Homeland Security. So you see, the CGI Group & Stanley Inc merger kind of leads to CGI Federal.
It is v-e-r-y common for contractors for elements of DOD or State to also be contractors for general IT services. You can bet General Dynamics' (of F-16 fighter fame) gets a piece, and are also the fine outfit that fired Earline Davis for talking to Sean Hannity, since they have the contract as the call center operation. That was no accident and coincidently likely also a no-bid arrangement. Old buddies and all that.
There is a reason this kind of unilateral no-bid shit goes on so often. Simple ... a jumbo fat complex byzantine contract already exists and can be relatively easily be amended. Presto! It is Magic!
It is not uncommon...Lockheed-Martin (of Raptor F-22 fame) also handles various IT and ITE tasks for DoD....badly in my opinion, reducing efficiency a lot. Say hey, you know how to build spy planes and fantastic jet fighters, so of course you must be expert at ordinary IT administration, right?! Of course you are, here's your "amendment."
