A friend of mine took this
picture several years ago while on a road trip, somewhere in the
Southwest. No doubt they've added a “Mask Required” sign by now.
"Pets Allowed On Leash Only In This Area" is what is written on the sign. That is a curious statement - does that mean that if the pets are off leash they are allowed everywhere else?

Yup, that's some klunky and confusing English. My guess is they were trying to say "Pets are allowed only in this area, and must be on a leash."
In Alaska that sign would have bullet holes.
