(Reuters) - A live, 10-minute video of the aftermath of a police officer shooting a black man in Minnesota was the latest example of the riveting power of video streaming and the complex ethical and policy issues it raises for Facebook Live and similar features.
The graphic video taken by the victim's girlfriend and broadcast on her Facebook page shows Philando Castile covered in blood in the driver's seat of a car as the officer points a gun into the vehicle.
By Thursday morning, the footage had more than four million views and together with another police shooting in Baton Rouge, Louisiana, topped the items on Facebook's "Newswire", which promotes stories of broad interest.
Facebook this year has made its Live feature, which allows anyone to broadcast a video directly from their smartphone, a central component of its growth strategy. Rivals Twitter and Alphabet's YouTube are also pushing live video as a new frontier in Internet content.
While traditional TV broadcasters are subject to "decency" standards overseen by the Federal Communications Commission - and have a short delay in their broadcasts to allow them to cut away from violent or obscene images - Internet streaming services have no such limitations.

AP: 5 officers dead, 6 hurt in Dallas protest shooting.
Three people are in custody and a fourth suspect was exchanging gunfire with authorities in a parking garage downtown, Dallas Police Chief David Brown said early Friday morning.
The suspect is not cooperating and has told negotiators he intends to hurt more law enforcement officials, the chief said.
People on Dallas' tense, police-filled streets early Friday struggled to fathom the situation.
"I think the biggest thing that we've had something like this is when JFK died. It's like, shut the city down, downtown like this, it's surreal to me," said city native Jalisa Jackson, who said she was scared. "I mean we're all out, everyone's trying to get answers, find people, find loved ones and we kind of don't, we kind of, like, don't even know what's going on."

In response to the Ninth District Court stating " "The right of a member of the general public to carry a concealed firearm in public is not, and never has been, protected by the Second Amendment," it says in Peruta vs. County of San Diego." Meaning you have to show "good cause" to get a permit even if you are a citizen with no record of any criminal activity. You have to beg and get permission. Our Sheriff has stated that there would be no restrictions on his issuing of CC permits and they would issue...'as his office sees fit'. In other words you don't need to show good cause and beg to your 2nd amendment rights. Other sheriffs have called for ending limits on open carry. Arizona for example Having an armed citizenry makes their job easier.
Not everywhere is Boston or Dallas. I think you will find in a wide swath of the country, where we haven't been infected with the liberal virus, the attitude is much different.
Although I seldom work in black neighborhoods anymore, for 4 decades, starting in the mid 70's, I did. In the past decade I have seen a depravity I had not seen in the 30 or so years prior. Not only has the gap between white and inner city values grown exponentially; the gap between inner city and regular, hard working, blacks has grown as well. I have friends who tell me they have to fight daily to keep that prison culture away from their middle class black kids.
Obama is, like most black elites, embarrassed by inner city black culture. So, he outsources his connection to racial pimps like Al Sharpton.
DBQ, I'm talking more cop unions and police chief/sheriff associations. Certainly some of the rank and file don't agree, but the unholy alliance I see coming after this is w/ those unions and associations. As we have discussed many times, there is a chasm between rural and city folk, particularly northeast city people, on guns. That would hold true w/ cops as well. But many of these aforementioned associations are headquartered or have lobbyists in DC.

Well....if the Northeast city people want to disarm themselves and become sitting ducks, then I guess the can do that. Foolish. But, you can't stop people if they are determined to jump off the bridge. Heck it may be a good thing. Keep all the violence in areas where people have decided to become targets and keep it far away from the rest of us.
What works in a city, or works in the North is not necessarily workable in the rural areas or in the wide open spaces of the West.
THIS is the problem not just with gun control but with a centrally controlled government. The rules are set Nation wide instead of being, intelligently designed for each area. THIS is why we have Brexit and why the message of Trump resonates. People are fed up to the back teeth with central control and loss of local autonomy. oopsy, the NE doesn't want to be disarmed. When I worked for the IRS, to get there on public transportation, you were taken through a lot of bad places in North or West Philly to get to the Great Northeast, as it was called.
The IRS put in metal detectors to stop pilfering, but they went off on everybody's guns. Those people, most of them black, were just as scared as you would be traveling through those neighborhoods (when I worked there, one of the big stories was how some high school girl in North Philly (think Beirut in the 80s) was murdered for her earrings) and acted accordingly.

I listened to KPBS radio in San Diego this morning they didn't even mention Dallas. They had wall-to-wall coverage of the LA and MN shootings instead along with expert testimony taking a very anti-police stance. Are TV networks playing it this way too?
That kind news coverage borders on negligence because they are leaving out entire pieces of interconnected facts. It could also be that they are waiting for orders on how to spin Dallas.
