Saddam Hussein used to use something similar on his enemies. He'd have his henchmen grab a poor bastard from his village of Tikrit or Basra, or some other small hovel who said something bad about Saddam or his family or his henchmen. Then he'd tie them up against a wall and use one of these things on them from the legs up and he'd do it slowly.
He used to use plastic shredding equipment to do the same thing and just crane his victims down into it feet first like a paper shredder.
