Not my sort of thing, but I must admit the sounds are intriguing; the choppy guitar, the tympanic beating and that voice.
From comments, "I cannot believe he is 22 years old (at the time of the video, born 1995)" and "He's been drinking whiskey for 50 years."

I wonder if that's the result of a young man bringing himself and his own thoughts and feelings forward to accompany his ability and voice, with hints of the artists he listened to and learned from included in his expression.
His first full-length album, self-titled Colter Wall, was produced by Dave Cobb at the RCA Studio A in Nashville. Wall was accompanied by Cobb on acoustic guitar, Chris Powell on drums, Mike Webb on piano, and Robby Turner on pedal steel.[13] The album was released on May 12, 2017[17] and according to Wall, most of the songs on the album are autobiographical.
Great find, Chip, at least for this old prairie dog. I see he's from Saskatchewan and he would be 23 now but sounds as if he could be 53. I hear strong echoes of American country and folk music of days gone by. Wild Dogs.
He's trying for the Bob Dylan effect.
