What a laughable supposition. Reverse racism is not a thing. It's just racism.
The premise rather like saying it's impossible for women to be sexist. The meaning and intent of course to absolve whole categories of people from their bad behavior.
It's just racism. You hate someone on the basis of their race. You are a racist. No "reverse" just direct. Straightforward. Racist.
The only people who find this confusing are those who are looking for permission to be racist while still thinking well of themselves. Remove the last remnants of individual agency or responsibility and just get a really good hate on because you've now got this nice definition that absolves you of being decent.

Is this really a concern of yours? Racism by races of people who don't own: The government, the police force, the banks, the corporations, the war profiteers? Conservatism is at odds with the reality of the fact that power matters. Minorities, no matter how "racist" you want to call them, tend to lack that power. It makes a big difference; otherwise there's not really much point to the conversation on race.

@R&B: What you say might matter in the macro but certainly doesn't hold in the micro. A white Bosnian man hammered to death in Ferguson doesn't give a shit about your semantics.
Isn't it just so much easier to admit that blacks can be racist bigots just like whites are? If you need empirical examples, just look to sundry countries in Southern Africa before and after the end of Apartheid.
The small truth that sells the big lie is that black people face institutional racism in the US.
The big lie is that racial hatred from the oppressed can do no harm to society or anyone.
To believe this, one must believe that a child raised on racial hatred will not approach the world, school, employment, professions, other races... in negative ways. That's absurd.
No one would doubt that a white child raised on racial hatred would self-sabotage in a number of very predictable ways. Believing that racial hatred in a minority community does no harm *to that community* or to the children raised on a diet of hate, is absurd and one wonders how the damage is explained away so that the person pushing this big lie still feels good about her or himself.
