Well, if Obama's credibility is not on the line, if it's the international community's credibility that's on the line, then there is no need to pass the authorization in order to preserve his credibility, there's no need to vote to start a war of aggression against a country that has not threatened us in order for us to not look weak.

The last time the "world" drew a red line is when the Boxers murdered the German minister in Peking.
