It's real. The facility (private pay, assisted living, not a full service nursing home) is about 400 yards from a Dickinson Bayou tributary which feeds into Galveston Bay. Looks like a prime area for flooding from both storm surge and rain.
Don't know why they didn't get them out ahead of time, but I imagine the water started coming in fast once it the bayou backed up and flooded.
As for "science" predicting Harvey, as late as Tuesday it was expected to dissipate after coming off Yucatan. The first "uh-oh" warning came Wednesday morning and was upgraded to "oh shit" during the the day Wednesday and "holy fuck" late Thursday. It didn't spin up into a tropical storm until Thursday.
NOAA didn't see it coming until it was knocking on the door.
I just turned on the tube and they were doing a story on this photo. It's real. It's in Dickinson TX. It was sent by the nursing home owner to her kid in Florida this morning. They were hoping to get attention for rescue and in fact the people were rescued later today. 11 hospitalized.

Bags, what do you know about cold bluing? I'm working on a built-in shelf project using steel pipe as supports. I really want the steel to have that gun barrel look and finish. I don't think paint of any color will do it.
I've experimented with commercial cold bluing which uses selenium dioxide to give the steel the desired look. The problem is the residual smell of SeO2. I've also experimented with sealing the finished pipe with clear matte lacquer which seems to work.
I don't really need corrosion resistance as it's an indoor project.
I'm living the dream here in the greater Houston area. We are on a large island at the moment, but I still rather be here. About Thursday, clean up will begin; and in a couple of weeks, we will move on. California won't recover quite as fast.
It's amazing right now. They are showing helicopter rescues near the South Loop (southern part I-610). They are being picked up in a basket and dropped off literally in the middle of the freeway, which is empty. As soon as the basket land, the people get out with a big smile on their face, happy to be on dry land, and walk off immediately to rescue vehicle. They've lost their home, they have just their clothes and a backpack. And they are just thanking god to be safe and headed to a dry place for the night.
Emergency lighting. That's their day room. You can see the TV in the rear on the left. If the electricity was on then you'd see Matlock or Walker, Texas Ranger playing.
I was just read about the history of Brownell's and one of their early successful products was for cold bluing. My computer is broken so I can't do any research, but it might be worth looking into.
For those really interested, here is a link to the Harris County Flood control district. You can zoom and see the blue 100 year flood plain. All the place flooding are within that floodplain. Dickinson is a little further south, but you get the idea. This information has been out there for a long time. When you here the contrary news about evacuating and shelter in place; look at the map. If you aren't in the blue, light green, or orange area; you don't need to evacuate. Prior to Rita, everybody tried to evacuate; it was a nightmare. I just listened to a local county bureaucrat begging people to look at the map (he had a big poster print out of it) and make the right decision based on where you are. Also, if you check it out; you'll notice Houston's island problem when evacuating.
People are going to complain about the gov response to Harvey but given the unpredicted path it took what were they supposed to do? By the time they knew evacuation was necessary it was too late to get everyone out.
Any comparisons to Katrina would involve the never ending subject of racial conflict. Houston is 25% black but all I've seen so far on TV is white people.
