Well, if you must be scrupulously technical about it. The size and vantage point of the 'people' prevented them from completely ascertaining the danger rock man was attempting to save them from. A danger, which if you must remember was caused by rock mans own action, as well intentioned as they might have been.

Rock man and rock man alone caused that rock to come tumbling down that mountain.

Another reason why it seems to me that the rock is a great analogy for big government and it's spending. Anyone who tries too hard to stop it, gets attacked by the very people it is sure to destroy.
