Depending on severity and amount of harm done, in the best case scenario among rational and responsible humans :

One BITE would serve as a Yellow Caution Warning, calling for moderation, watchfulness and more focused attention and training. 

Two BITES, would be a Red Flag indicating the need for serious intervention and immediate course correction.

Three BITES would set off the Abort Mission Alarm requiring permanent removal and/or termination. 

That TWENTY FOUR BITES were allowed to take place indicates such an abysmal and incomprehensible lack of boundaries, leadership, respect, compassion and common sense, it qualifies as abuse of the dog itself and the humans he bit.

Brandon, it is said, has kicked and hit the pooch. Poor dumb dog was just doing what its pet parent taught it.

Perhaps the master should be put down.

Along with all his associates.

This may be achieved peaceably.

But I doubt it.

For TWENTY ONE additional bites to take place, after the first three, without a significant intervention taking place is incomprehensible. Beyond the pale. Unfair, irresponsible, disconnected and abusive. Symbolic of what's taking place on the border Boundrylessness with others absorbing the cost and harm being done.
