Boiling meat/mash in milk and butter doesn't sound like a croquette to me. I'd actually form the meat/mash/bread crumbs mixture into the pictured logs (well, actually I'd make shorter, rounder forms, like all croquettes) and fry them in the butter. After they are crispy I'd add the milk and some flour and make gravy to pour over the croquettes.
No need to make a thin omelet-ish thing to finish.
