1. I largely agree, i.e., in being skeptical about the GOP being ready to govern. They lack sang froid. They care way too much about the NYTimes and the Wash Post. There's a perfectly reasonable "shutdown" strategy that was always available to them, which they finally thought about, too late.
Namely, just pass separate bills for each department. Start with defense, then go onto parks, National Institute of Health, and any other likely tool in "shutdown theater." Do all those first.
Then, if, say, the Department of Labor, or NLRB, or who knows what gets bogged down...
Term limits are a bad idea. Terrible idea. Why would you want a 25-30% of the Senate, at any given time, to know that need not care about retribution from their constituents?
That's the best leverage the people have. While there's little leverage over anyone who wants to go kamikaze (like Blanche Lincoln of Arkansas), most Senators don't do that.
As for the House: it will have a similar effect, but not as widespread. Meanwhile, it will discourage primary challenges. Some number of challengers will simply wait, while now they can't afford to.
Result is the same: more politicians who can relax and not worry too much about the voters' wrath.
Thank god we have term limits for Presidents otherwise we'd be in Year 20 of the Bill Clinton Administration.

Bush was a disaster and Obama was worse. I strongly disliked Clinton and don't like him any better today -- but if I could go back in time and trade The Dubya and Choom Show for twelve more years of Bubba I'd be sorely tempted.
