At least said worker has relieved himself momentarily from a lot of stress. Maybe it's like a cigarette break. Get's one re-focused.
There are already rules against it and there was one problem employee, according to the article.
Meadows sounds like a grandstanding gas bag who wants to create extra layers of regulation to make a name for himself.
It'll take more than an act of Congress to get rid of that particular type of problem government employee.

Rather than eliminate superfluous government employees who watch porn at work, Your GOP is focused like a laser on eliminating just the porn. Because when something* doesn't work and never will, double down on that.
